Steve Lockard, Superintendent of Carroll County Public Schools, Visits Century High School
Steve Lockard resides in Arizona and provides energy transition investments and company platform building support to Angeleno Group. Additionally, he serves as Chairman of TPI Composites which he helped transform from an East Coast boat builder into one of the world’s largest wind blade manufacturers.

Early Life and Education
On a warm August Tuesday morning before students arrived for classes at Century High School, Carroll County Public Schools Superintendent Steven Lockard strolled the halls with ease. He occasionally popped into classrooms to visit with teachers and observe their lessons.
Lockard began his educational career as a Frederick County teacher and administrator, eventually receiving both his undergraduate degree from Frostburg State University and master’s in school administration from what is now McDaniel College.
He served as CEO and Chairman of TPI Composites, transitioning it from being a small boat builder in New England into one of the world’s leading wind blade manufacturers. Additionally, he serves as an operating partner of SCF where he supports energy transition investments and company platform building efforts.
Lockard will return to Frederick County as principal at New Market Elementary School beginning July 1. After four years as superintendent in Carroll County, this time around he’ll work in Frederick County instead.
He currently holds the Chairman position at TPI Composites Inc (NASDAQ:TPIC) as well as being one of the founding officers and the Vice President for Marketing and Business Development for ADFlex Solutions – both listed on NASDAQ. Additionally he was Manager-Corporate Market Development with Rogers Corporation prior to this.
Steve enjoys spending his free time with his wife Tiffany and son Gavin on adventures that involve dirt, deer, mountains and soccer fields – even though his knowledge of this game may be minimal.
Achievement and Honors
Lockard has earned numerous honors for his efforts as an educator, including winning the Frederick County Sallie Mae First Year Teacher award. Initially starting as a teacher at New Market Elementary School before transitioning into principal and assistant principal roles. Later becoming superintendent.
He currently holds the positions of chairman at TPI Composites, operating partner with Angeleno Group LLC, chairman at Keystone Tower Systems and Powerstar (a portfolio company of SCF Partners). Prior to these appointments, he held management and marketing roles at Rogers Corporation and Satloc Inc.
He’s the kind of leader who respects those he employs and allows them to do their jobs properly without interference, according to one of his colleagues. One could hope for such an individual leading your child’s school.
Personal Interests in Sports in Arizona State University; Golf; Skiing. He is married to Tiffany and they share one son together named Gavin.
Steve joined TPI in 1999, was appointed CEO in 2004, led its Initial Public Offering in 2016, and assumed his current Chairman role in May of 2020. Additionally, Steve is Chairman of Keystone Tower Systems and an Operating Partner at Angeleno Group; an equity investment firm providing growth capital to next-generation clean energy and natural resource companies.
He brings over 35 years of global operations leadership experience and supports energy transition investments and company platform building initiatives. Additionally, he was an AWEA Board Member and Past-Chair, and helped establish the American Clean Power Association.
Steve Lockard is CEO and Chairman of TPI Composites (a NASDAQ-quoted company). In addition, he served on AWEA’s Transition Board leading their CEO Search Committee prior to merging into ACPA in 2020.
He served as Operating Partner of Angeleno Group, an equity investment firm providing growth capital to next-generation clean energy and natural resources companies, and as Executive in Residence at Arizona State University’s W. P. Carey School of Business. Additionally, he is Director and Chairman of Keystone Tower Systems; an innovative manufacturer of wind turbine towers.
Based on his filings with the SEC, Mr. Lockard owns one company worth more than $4 Million and has made 26 trades of TPI Composites Inc stock since 2016.
